I am trying to find out if my grandfather, Ira L. Davis, was a member of the Philippine Scouts.  I have many pictures of him and others in the early 1900's wearing an army uniform on Corregidor.  I believe he originally went to the PI with the US Army as enlisted, left the Army and somehow managed to become a Captain.  He is buried in GG Nat'l Cem with the inscription "Captain 1st FSA, Signal Corps.  Transferred to Army from WHA".  I have no idea what this means.  Anyone able to help?

I am no help but it will be interesting when someone tells us what FSA and WHA stand for.
